David - years ago my town-meeting town got special legislation for a Capital fund, which is used for capital expenditures like police cars, trucks, etc., as well as other such machinery expenditures. By getting the legislation, it allowed our town treasurer greater lee-way in investing fund - less restrictive by segrgating them from the overall budget. And - as a source of revenue, we named tax title foreclosures! That way, any foreclosure monies realized didn't have to be accepted by town meeing!

You might want to investigate special legislation with your Fincom and town counsel.
